Saving MTNL and BSNL



Given how losses for both BSNL and MTNL have mounted over the years—from Rs. 1,823 crore in FY10 to Rs. 8,198 crore in FY13 for BSNL and from Rs.2,611 crore to Rs.5,300 crore in FY13 for MTNL—the best solution is to privatise both firms. While various plans have been drawn up to revive both PSUs, it seems difficult given that as compared to the industry average of 5%, MTNL’s wage payments are more than its revenuesBSNL is better in comparison but its wages add up to a whopping 49% of turnover. But privatising PSUs, and around election time, isn’t going to happen, not least in a government that is having a problem selling a 10% stake in Coal India because its unions are objecting.

Fortunately, there is a simpler solution at hand, to keep the PSUs going till such time the government, perhaps the next one, takes a tough stand. The latest Trai report offers a solution when it says that, based on industry usage norms, MTNL should not have more than around 6 MHz of spectrum as compared to the 13.85 MHz it has right now. Using a similar method, it turns out BSNL too has around 2.5-3 MHz extra spectrum. Ideally, given the way the two PSUs have surrendered their BWA spectrum, they should be asked to give this up, and the spectrum can be auctioned. That money, however, cannot then be used by the companies since the spectrum belongs to the government. It would be much better, for now, if the government changed its policy to allow sharing of spectrum. MTNL and BSNL could then offer this to private firms who can use this to expand their networks—in return, they could offer a revenue share to both PSUs. While most firms have enough 2G spectrum, or will have once the January auctions are over, neither PSU has really used its scarce 3G spectrum efficiently. More than 2G spectrum, this offers good scope for sharing since, with data usage rising and the government unlikely to be able to free up more 3G spectrum soon, existing telcos are strapped for spectrum. Obviously a more permanent solution is required to save MTNL and BSNL, but for now this seems the most workable.

The looking on arrangement in JAO to AO takes some more time as there is option to the SSAs from our members where no vacancies are available. So fresh options have to reach the Circle Office before 04-11-2013, so that the vacancies may be filled up as per the seniority. Kindly ensure timely option.

 JTO to SDE seniority promotion will take some time because Hon'ble Ernakulam court stayed the process of any promotion in this regard.. Before that, the promotion process to left out cases from JTO to SDE has to be completed. About 4000 vacancies are available for JTO to SDE seniority-cum-fitness quota. Work will be taken up only after the vacation of the said stay.  

 Our one day CEC Meeting was conducted in a very nice manner in Courtallam on 26-10-2013. The detailed Report and the photos will be uploaded shortly. The resolutions passed in the CEC Meeting to be placed before the AIC, Nasik will also be published shortly. Even if any changes proposed in the published Resolutions will be considered and incorporated. The GS wrote a letter for reallottment and transfer of our TN Comrades who are suffering very much.

REVISION OF PENSION AND ITS ARREARS


GS, President, OS(East) met Member(S), DoT Sh. S.C. Mishra and
had a detailed discussion about the revision of pension and its arrears for the executives/non executives of BSNL retired prior to 01.01.2007 and post 01.01.2007 to 09.06.2013.
Member(S) informed that he has cleared
the following proposal which is being sent
to DoP&PW /DPE/ DoE for approval
(a) For pre 2007 pensioners, the pension will be revised as on 01.01.2007 applying the 78.2% IDA fixation but the actual payment will be from 10.06.2013. The pension arrears between 01.01.2007 and 09.06.2013 will not be paid.

(b) For post 2007 pensioners, their pay will be notionally fixed as on 01.01.2007 like serving employees by applying 78.2% IDA fixation. Permission is being sought from DoP&PW for relaxation of Rule-33 & 34 of CCS Pension Rules-1962 so that pension can be calculated on notional pay. Their pension accordingly will be revised from their date of retirement but actual payment will be from 10.06.2013 only. However, other retrial benefits like leave encashment, DCRG, Commutation will be paid based on the revised pension.   

We protested against such deprivation to the pensioners and mentioned that withholding of pension arrears is against natural justice and decision by the Hon'ble APEX court. Such decision will unnecessarily drag the pensioners to court of law. Member(S) mentioned that he is aware such developments likely to take place in future but in view of the Presidential order dated 10.06.2013 nothing else can be proposed.

CMD writes to DoT for payment of arrears
due to 78.2% IDA fixation benefit:
 It is reliably learnt that vide DO no. 1-19/2012-PAT (BSNL) dated 21.10.2013, Sh. R.K. Upadhyay, CMD, BSNL wrote to Secy(T), DoT to reconsider the decision of payment of arrears to the BSNL employees for the period 01.01.2007 to 09.06.2013 in order of positive  boosting of moral of BSNL employees at this crucial financial position of BSNL. It is also understood that CMD has also mentioned in the letter that as per the agreement dated 12.06.2012 it was agreed that the actual payment will be made prospectively and arrears will be deferred till the financial position of the company improves, but with the Presidential Directives dated 10.06.2013 no arrears will be paid. It has become difficult to extent similar treatment to working employees and those who retired between 01.01.2007 upto 09.06.2013.  He also requested DoT to extent the benefit of 78.2% IDA revision to the officials/officers retired during 01.01.2007 upto 09.06.2013.
