அருமைத் தோழர்களே! செயற்குழுவின் விவாதத்தின் போது மாநாடு நடைபெறும் நாட்கள் செப்டம்பர் 19,20 & 21 என்று முடிவு செய்திருந்தோம். ஆனால், மாநில மாநாடு மிகச் சிறப்பாக நடத்த வேண்டும் என்ற உத்வேகத்தில்அந்த தேதிகளில் முடிவு செய்திருந்த  அரங்கத்தின் அளவு சற்று சிறிதாக இருப்பதாக வரவேற்புக்குழு கருதியதால்  புதிய அரங்கு "MADITSSIA   A/C அரங்கம்" தேர்ந்தெடுக்கப்பட்டுள்ளது.

மாநாடு சிறப்பாக நடத்த  போதுமான நிதி உதவி தருவதற்கு அனைத்து மாவட்டச் செயலர்களும் உறுதி அளித்ததின் அடிப்படையில் இம்மாற்றம் செய்யப்பட்டுள்ளது.  அதனால் சார்பாளர் கட்டணம் ரூ.800 இல் இருந்து ரூ.600ஆகக் குறைக்கப்பட்டுள்ளது என்பதை தெரிவித்துக் கொள்கிறோம். 

மாநாட்டிற்கு தமது தனிப்பட்ட நன்கொடையாக  ரூபாய் பத்தாயிரத்தை (ரூ.10000/- ) , தோழர். இராதாகிருஷ்ணன் (DS-VGR)  கொடுக்கிறார் என்பதை  மகிழ்ச்சியுடன் தெரிவித்துக்கொள்கிறோம்.  இத்தகைய ஒத்துழைப்பு உண்மையிலே எங்களை ஊக்கப்படுத்துகிறது.  

தோழர்களே! இது நமது சங்கத்தின் மாநாடு. நிர்ணயக்கப்பட்ட நன்கொடை ரூ.1000 என்று தயவு செய்து  மலைத்து விடாதீர்கள். நாம் பெரும் ஊதியத்தை ஒப்பிடும் போது, இத்தொகை மிகவும் குறைவு  என்பதை ஞாபகப்படுத்திக்கொள்ளுங்கள்.

GS, FS, AGS (Finance) met E.D (Finance) Smt. Sujatha Ray and discussed regarding

CPC from JAO to AO
We requested for her kind intervention to expedite CPC from JAO to AO to fill up about 1800 AOs posts. E.D (Finance) mentioned that she understand the problem and will ensure that circles are to immediately send screening reports to SEA cell of BSNL CO to expedite CPC.
CPC from AO to CAO
We appraised E.D (Finance) that the proposal of 50% MT (CAO) posts diversion to seniority quota has been cleared by the BSNL Mgmt. Committee and now pending with BSNL board for approval. Also appraised that, recently consequently on promotion of 160 DGM (Finance) on Adhoc basis, 160 CAOs posts have got vacant. Hence, 335 MT quota posts + 160 CAO seniority quota vacant posts may be filled up by initiating the CPC after the approval of BSNL Board meeting. E.D (Finance) DGM (Finance) assured to look in to the matter.
CPCs from CAO (Adhoc) to CAO (Regular), DGM Fin. (Adhoc) to DGM Fin. (Regular
We requested to expedite CPCs from CAO (Adhoc) to CAO (Regular) and DGM Fin. (Adhoc) to DGM Fin. (Regular) by arranging VCRs from CVO BSNL Corporate Office at the earliest. E.D (Finance) assured for an early action in the matter.
Consideration of request/tenure transfers for cancellation, retention & modification
We requested for consideration of some DGMs (Fin.) request for retention and some officers transfers on immunity ground. E.D (Finance) assured to look in to the matter.

CHQ NEWS


GS met CMD BSNL and discussed regarding settlement of long pending HR issues which have already been discussed in the several informal/formal meetings. CMD assured to discuss the matter with the Director (HR) in this regard.


GS met Director (CM/Fin), Shri Anupam Srivastava and discussed regarding I.T refund of Rs.650 Crs. from Income-Tax department. Director (CM/Fin) intimated that the matter was discussed with Hon’ble MoC & IT for his kind intervention and appraised him that Income-Tax department instead of refunding Rs.650 Crs. Income-Tax amount to BSNL, it has raised Rs.600 Crs. Income-Tax pending against BSNL for  the  taxes of Rs.1200 Crs. paid to DoT during the year. Hon’ble MoC & IT has appreciated BSNLs concern and commented that how Income-Tax can be charged again Rs.1200 Crs. Expenditure? He also directed secretary (T) to interact with revenue secretary and secretary (T) has spoken to the revenue secretary on this issue.

MEETING OF FORUM

A meeting of the Forum of BSNL Unions/Associations of Non-Executives and Executives was held on 25th June 2014 at the Local Council Room, NTR, New Delhi at 16.30 hours. Com. Islam Ahmed, President, NFTE, presided.
Com. V.A.N. Namboodiri, Convener, Forum, welcomed all the participants and briefed the house about the developments after the last meeting. After detailed discussion, the following decisions were taken
1. Revival of BSNL
The Forum had submitted a Memorandum on the subject to the Communications Minister last month with a request for a meeting for presenting our issues. So far, no invitation has been received. A reminder has been sent today requesting for an early meeting. Efforts should be made in this connection.
2. Pension issues to be presented before the VII Central Pay Commission
 Convener briefed about the Draft Memorandum prepared by the Central Pensioners Organisations, in which the issues of the BSNL Pensioners (absorbed from DoT) are to be included. The Convener was entrusted to attend to the matter.
3. 78.2% IDA merger for Pensioners
The issue is to be vigorously pursued at DOT level for early orders.

CHQ NEWS

GS, CS TN Circle met GM (Pers.), BSNL CO and discussed regarding
Consideration of request/tenure transfer cases of some SDEs/DEs on genuine grounds
GM (Pers.) assured to examine the genuine cases.
Decision on degree acquired through distance mode of education while in service
GM (Pers.) mentioned that AICTE reply has been received, which is being examined. However, he mentioned that since the modification in BSNL MSRRs to EE(C/E) is under consideration, it will have less importance. We pleaded that decision in this regard is required to initiate CPCs to fill up vacant posts of EE(C/E) early.
Consideration of request transfer cases for cancellation of those executives
 already serving in soft tenure stations
 GM (Pers.) mentioned that matter is under consideration and being examined. Decision in this regard will be taken shortly.

GS, CS TN Circle met GM (Estt.), BSNL CO and discussed regarding
Finalization of new JTO RR-2014
GM (Estt.) mentioned that new JTO RR-2014 which has been approved by BSNL MC could not be discussed in the last BSNL board meeting due to non attending of meeting by both the Govt. nominee Board of Directors. The next meeting is expected to be held in July -14 wherein this issue will be placed for Board approval.
Allowing option to JAOs joined after 07.05.2010
We pleaded that in the similar case of Assistant (CSS) cadre who also joined after07.05.2010 and were allowed to exercise the option on promotion. GM (Estt.) mentioned, if any, such case is these that can be discussed. We will provide the information in this regard shortly.
3% Pay fixation in the old scale and 3% in the promotion scale
GM (Estt.) mentioned that the issue has been referred to DoT for clarification and he has personally discussed the matter with Director (PSU), DoT for early clarification. However, he will further discuss the matter in DoT for an early clarification.
5-Advance increments benefit to JAO-2013 batch PAs and JTOs (SRD) etc.
 We further requested for 5-advance increment benefit to JTOs (SRD), JAO-2013 batch and PAs etc. GM (Estt.) mentioned that the proposal of 5-advance increment as we have been demanding has been sent to the BSNL MC for approval. He assured an early action in this regard.
Modification in soft tenure transfer policy
We requested for early comments/advice of Estt. Cell on modification in soft tenure transfer policy as processed by GM (Pers.) Cell. GM (Estt.) mentioned that he has seen the case and shortly comments of Estt. Cell will be given to personnel cell for further necessary action.

He met GM (FP), GM (SR) and Additional GM (PERS.) with our GS. The Details are given below.
Membership verification of Majority Executives Association
GM (SR) mentioned that notice for verification of majority executive association has been issued as per decision taken in the BSNL Board. He further mentioned that the executives association registered one year before and representing all the executive cadres of BSNL will be entitled to participate in Verification process. He clarified that the very purpose of bringing referendum in Executives associations is to reduce the number of associations.
Formal Meeting with AIBSNLEA on pending HR issues
GM (SR) assured that after returning of Director (HR) from foreign tour on 26.06.2014. The meeting will be arranged to discuss the pending HR issues.

Consideration of request and tenure transfers of AOs /CAOs/DGMs (F)
We requested for consideration of some request and tenure transfer cases of JAOs/CAOs/DGMs (F) on genuine grounds and after some discussions GM (FP) assured to examine the cases.
CPC from CAO (Adhoc) to CAO (Regular) and DGM (Adhoc) to DGM (Regular)    
We requested to expedite the CPCs from CAO (Adhoc) to CAO (Regular) and DGM (Adhoc) to DGM (Regular) GM (FP) mentioned that still VCRs from CVO are awaited to expedite CPCs.
CPC from JAO to AO
We requested to initiate CPC from JAO to AO to fill up about 1800 AOs vacant posts. GM (FP) mentioned that screening report from 19 Circles have been received in BSNL C.O. SEA section. The following circles are yet to send screening report to SEA cell i.e. BR, AP, TTC Jabalpur, KTD, ETP, GUJ, HR, ITPC Pune, J&K, JKND, KRL, MH, MP, NE-I, NE-II, OR, NTR, NTP, STR,TN, TS GUWAHTI, TF, UP(E), UP(W) and WTP circles. He assured that soon he will speak to all concern IFAs for early sending of screening report to BSNL C.O... He also assured that as soon as the screening reports are received the approval for promotion will be taken from the competent authority i.e. Director (HR) in view of Hon'ble CAT Chandigarh judgment.
Modification/retention of some SDEs/DEs on genuine grounds.
Addl. GM (Pers.) assured to examine the cases.
 Restructuring of AD (O/L) cadre
Addl. GM(Pers.) mentioned that Sh. Harsh Vardhan, Addl. GM(CP&M) has been transferred to DoT but he is holding Committee meeting today and shortly he will submit the report to the Competent Authority.
CPC for Regularization of Des (Adhoc) and DGMs (Regular) CPC and CPC from DE (Adhoc) to DE(Regular) and DE to DGM(Adhoc)/(Regular)
We requested to collect VCRs of eligible DEs for promotion to the posts of DGM (Adhoc/Regular) and DE (Adhoc) to DE (Regular). Addl. GM (Pers.) mentioned that 147 SDEs of LDCE quota seniority case is listed for hearing on 7th july-2014 and It is expected that status quo may be vacated in that, CPCs will be conducted. We also requested to review the seniority list of DEs immediately to be promoted to the posts of DGM (Adhoc). Addl. GM (Pers.) immediately spoke to concern AGMs (P-I) and (CPC) for preparing a fresh eligibility list of DEs to be promoted against 480 DGM Posts.
Time Bound promotion to DGMs (Adhoc) from E-5 to E-6 grade
Addl. GM (Pers.) mentioned that the proposal has been sent to   the BSNL Management Committee for approval thereafter it will be sent to the BSNL Board for approval.

Our Voice - Echoed by CS - Hats Off!

Dear Comrades
Our Circle Secretary has written a letter to our GS on Retention and Cancellation of transfer orders issued in respect of Engineering and Accounts personnel respectively. Repeatedly   we are suffering. The shortage is becoming a head ache in some cadres like CAOs and DEs.
HIGHLIGHTS OF THE LETTER
Total vacancies in CAO both adhoc and regular is 94.
Now the working strength is only 32.
The percentage of shortage is 66.66%.
It is too difficult to manage the show.
If four are transferred, the shortage will be increased to 70.21%.
As per Transfer policy,
the officials completing 18 years stay in a Circle may be transferred to other Circle.
Moreover the officers who crossed 56 years of age also may not be transferred under Long Stay.
These two guidelines are deviated in respect of these transfers.
In other Circles CAOs working for more than 10 years and 
about to finish 18 years remain untouched 
where as our members having completed less than 10 years are disturbed.
In the name of shortage in other Circles every time our people are suffering.
Even after our shortage percentage is raised to 66.66%,
our comrades are subjected to such transfers repeatedly.

GS, AGS (Fin), AFS met GM (FP) and discussed

25% MTs (CAOs) Posts diversion case
GM (FP) mentioned that the proposal of 25% MT (CAOs) Posts diversion to seniority quota and other HR issues could not be discussed in the BSNL Board meeting held on 06.06.2014 due to non-attending of the meeting by two BSNL Board Directors nominated by Govt. (DoT). Hence, the case will be further send to the BSNL Board meeting in the next month of July-2014.

CPC from JAO to AO
GM (FP) mentioned that all the circles were given time up to 13.06.2014 for sending the screening report to SEA cell. After 13.06.2014, he will talk to the remaining circles.

CPCs from CAO Adhoc to CAO Regular and DGM (F) Adhoc to DGM (F) Regular
GM (FP) mentioned that VCRs of the eligible CAOs is still awaited from CVO. However, he assured to personally talk with Addl. CVO for early sending of VCRs.

Consideration of request transfer cases of AOs/CAOs/DGMs for modification / cancellation
We requested for consideration of request transfers of AOs/CAOs/DGMs for modification / retention of AOs/CAOs/DGMs. GM (FP) mentioned that after joining of ED (Finance) Ms. Sujatha Ray tentatively on 16.06.2014 all the cases will be discussed and decided.

E2 and E3 IDA Pay scales

GS, AFS met Director (PSU), DoT Shri Sanjeev Gupta and discussed regarding implementation of E-2 and E-3 IDA Pay scales for JTO and SDE equivalent executives. Director (PSU) mentioned that the proposal sent by BSNL to clarify the intermediate pay scales of E-1A, E-2A and E-9A IDA pay scales has been sent to DPE with the approval of Secretary (T) last week it self and reply is awaited from DPE.
